The private sector is a significant, untapped resource in the state security system. At the same time, entrepreneurs are not currently systematically involved in preparatory and operational activities in the field of crisis management. How can this be changed?
Together with our partners from the Sobieski Institute, Oldman Sage and the Council of Polish Entrepreneurs (at Employers of Poland), we present a unique approach to business involvement in strengthening the resilience of the state and society. Security is a fundamental value, and reforms should aim to engage the resources of all relevant stakeholders – Poles, the Polish Armed Forces, other uniformed services, central and local government, social organisations and employers.
An important context for these efforts was created by the publication in June 2025 of a report by the Sobieski Institute and the Eastern Flank Institute, containing a proposal for a comprehensive reform of the creation of personnel reserves for the needs of state security. The proposed creation of a Universal State Service, whose architecture would be based on a common database of citizens performing various forms of service for their country, also creates opportunities from the perspective of employers and employees.
Our new report formulates a number of recommendations for state institutions and proposals for their practical implementation through appropriate legal, organisational and functional changes. Their common feature is the desire to make the most of the resources already available from the perspective of government administration, without creating additional budgetary burdens. The concept developed is cross-cutting and will allow:
- streamline regulations and solutions for effective cooperation between the state and entrepreneurs;
- effectively involve entrepreneurs in the functioning of the state and society in the crisis management process;
- create a predictable regulatory environment in the area of crisis management, both for the state, employers and employees.
