The fuel pipeline proposed by Turkey, running from that country to Romania via Bulgaria, is ultimately intended to be part of NATO’s military infrastructure, serving to increase logistical resilience along the southeastern section of the eastern flank. The goal of this investment is to create a sustainable, land-based system for supplying allied forces with fuel – particularly aviation fuel, diesel, and products necessary to sustain operational activities in the Black Sea region. The project’s significance stems from the lessons of the Russia-Ukraine war, which demonstrated that in high-intensity conflicts, operational superiority is determined not only by the number of troops and weapon systems, but also by the ability to continuously resupply, redeploy, and maintain them in a state of readiness.
The project’s foundations
Announced in May 2026, the project – according to publicly available information – is estimated to cost approximately $1.2 billion, and the variant proposed by Turkey would be about five times cheaper than previously considered alternatives, which relied more heavily on other land corridors or maritime shipments. At the same time, the investment would be exclusively military in nature, and its basic technical parameters—including capacity, the layout of transfer stations, and the exact route—remain classified. The project’s starting point would be Turkey, which, among the three countries involved, has the greatest refining and logistical capacity. Tüpraş, the state-owned refining company, has a total processing capacity of approximately 582,000 barrels per day through facilities in Izmit and Izmir, among other locations. This is supplemented by the STAR refinery, with a processing capacity of approximately 210,000 barrels per day, owned by the Azerbaijani company SOCAR and operating in the Izmir region. Western Turkey thus possesses the scale of fuel production and the storage and port infrastructure that make it ideally suited to serve as an entry point for the military fuel supply system.
The military value of this corridor lies in the fact that it shortens and simplifies the fuel supply chain for troops deployed in Romania and, more broadly, in the Black Sea region. This would mean less reliance on maritime transport across the Black Sea, port capacity, and road and rail tanker traffic – all of which are particularly vulnerable to congestion, disruptions, and attack during a crisis. From an operational planning perspective, this is of fundamental importance, as NATO doctrine identifies aviation as the dominant consumer of fuel in a high-intensity conflict, and the security of aviation fuel supplies is one of the conditions for maintaining air superiority. In this sense, the pipeline would be important primarily for maintaining the operation of air bases, transshipment hubs, and facilities for receiving allied troops.
Of the three countries involved in the project, Turkey has the greatest processing and logistical capacity, as well as the best opportunities for diversifying crude oil supplies thanks to its access to various maritime routes. Bulgaria has significantly more limited capacity. Its main asset remains the Burgas refinery, the only large facility of its kind in the country and one of the largest in the Balkans, with a processing capacity of approximately 190,000–196,000 barrels per day. This facility is of great regional importance, but for years it has remained under strong Russian influence and has been dependent on maritime supplies to the Rosenets terminal. From NATO’s perspective, this means that Bulgaria is better suited to the role of a transit country and a potential storage hub than to that of the main fuel source for the entire corridor. Romania has a well-developed refining sector (three refineries with a combined capacity of 240,000 barrels per day), but its geography and function suggest it is better suited to the role of end user and distributor. Romania’s largest refinery, Petromidia in Năvodari—located about 20 km from Constanța—has a capacity of 100,000 barrels per day. The second key facility is Petrobrazi, owned by OMV Petrom, with a processing capacity of approximately 90,000 barrels per day, meeting about 35% of the country’s fuel demand. Romania has strong refining and port infrastructure, but from a military planning perspective, it is its coastline and the Dobruja region that are the areas to be supplied. The most likely route for the pipeline would therefore start in western Turkey, then pass through Bulgarian territory along a convenient transit corridor, and subsequently enter the Romanian region of Dobruja, naturally heading toward the Constanta area and the Mihail Kogălniceanu base. It is precisely this area that is of key importance today for the southeastern flank, as Romania is developing one of NATO’s main operational bases there. The expansion of the Mihail Kogălniceanu base is estimated to cost over 2.5 billion euros, and the facility is ultimately intended to accommodate approximately 10,000 soldiers and support personnel, which means that without a permanent fuel supply system, its full military value would be limited.
The strategic dimension of the project for NATO countries
The planned pipeline would be part of the broader NATO Pipeline System architecture. Official NATO data indicate that this system is approximately 10,000 km long, spans 12 countries, and has a storage capacity of 4.1 million m3. It connects fuel depots, air bases, civilian airports, pumping stations, road and rail loading points, refineries, and fuel entry and exit points. Historically, however, the bulk of this infrastructure has been concentrated in Western and Central Europe, while the countries on the eastern flank have long remained dependent primarily on road and rail transport and local storage resources. A new corridor through Turkey, Bulgaria, and Romania would therefore be of systemic importance, as it would shift NATO’s fuel logistics closer to the actual line of strategic tension, thereby increasing resilience and the ability to conduct long-term operations in the Black Sea theater.
NATO’s military pipeline systems are designed to ensure the continuity of fuel supplies to the armed forces in times of peace, crisis, and war. In peacetime, this infrastructure is maintained in a state of constant readiness and can utilize excess capacity to serve some civilian customers as well—particularly airports—which facilitates the financing of system maintenance, stockpile rotation, and personnel training. Individual networks remain primarily under the control of national organizations, while the CEPS system, as the largest component of the NATO Pipeline System, is managed on a day-to-day basis by the CEPS Program Office operating within the NATO Support and Procurement Agency. The primary feature of these facilities, however, remains their military priority, which means that in the event of increased demand, the system’s capacity and availability are reserved primarily for the needs of allied forces.
From NATO’s perspective, the goal of the Turkey-Bulgaria-Romania pipeline would be to create a more resilient and predictable land-based fuel supply route for forces deployed on the southeastern flank, particularly in Romania. In the event of a crisis or war, such a system would enhance the ability to sustain air forces, ground forces, and the infrastructure for receiving allied troops without excessive reliance on maritime transport and civilian distribution networks. The pipeline would not solve all logistical problems, but it could significantly mitigate one of the flank’s most critical weaknesses: the lack of a sustainable and deep land-based fuel supply system along the Black Sea axis.
Conclusions
- The planned pipeline should be viewed primarily as a tool for strengthening NATO’s logistical resilience on its southeastern flank. Its commissioning would reduce dependence on maritime transport across the Black Sea and on civilian fuel transport, which, in times of crisis or conflict, are particularly vulnerable to overloads, disruptions, and enemy interference. In practice, this would mean greater continuity of supply for allied forces, particularly for aviation and force reception infrastructure – elements that are key to maintaining operational capabilities in the region.
- If implemented, the project’s significance extends beyond the mere construction of a new infrastructure link, as it is part of a broader process of adapting the NATO Pipeline System to the realities of contemporary threats along the entire eastern flank. The Turkey-Bulgaria-Romania pipeline would primarily strengthen the Alliance’s ability to conduct long-term operations in the Black Sea region, but it would not yet create a direct supply route for countries such as Poland or the Baltic states. Its significance for the northeastern part of the flank would therefore be indirect: it would relieve pressure on the southern segment of NATO’s fuel infrastructure and increase the flexibility of operational planning across the entire eastern theater. From the perspective of Poland and the Baltic states, however, the expansion of the CEPS system or the construction of its functional equivalent to the east would be of greater importance, as only such a solution would create a permanent land-based fuel supply base for the northeastern section of the flank.
